Ms. Hoover, Partner, represents self-insured employers, third-party administrators, and corporations in all aspects of workers’ compensation. She devises litigation strategy from inception to the resolution of the case and appears before WCABS throughout Southern California. Ms. Hoover began at the firm as an associate attorney, before her subsequent promotions to senior attorney and then partner.
Previously she served as an associate attorney at Laughlin, Falbo, Levy & Moresi where she represented CIGA, public agencies, third-party administrators, and self-insured entities in workers’ compensation cases. Ms. Hoover has also practiced as an independent family and business law practitioner in the Law Office of Judith E. Hoover. She began her legal career as a law clerk at the Law Office of Carroll M. Lawson before being promoted to associate attorney at the same firm, where she frequently served as second chair in civil trials.
Ms. Hoover received her Juris Doctor degree from the California Western School of Law. As a law student, she won a Dean’s Merit Scholarship for Ethnic and Cultural Diversity, as well as an Academic Achievement award in her Second Amendment seminar. She also served as secretary for the Christian Legal Society. Ms. Hoover also holds a B.A. in Legal and Policy Studies from Marymount College of Fordham University, from which she graduated summa cum laude.
She is fluent in Spanish and speaks conversational French.
